Qualification and experience:
B.S or B.Sc. in Civil / Mechanical Engineering degree from HEC recognized university registered with PEC with a minimum of 10 years of professional experience in procurement on national/international projects in the public or private sector on National & International Procurement Guidelines.

· Implement and conduct the procurement as per Procurement rules and guidelines of the MDBs / IFIs. · Preparation of procurement plan and annual procurement forecasting to share with the Bank and Govt. of the Punjab · Administer all processes of procurement including but not limited to shipping method, publication of advertisements, EOIs, RFPs etc. · Conduct pre-bid meetings, Procurement Committee Meeting, Bid Opening, bid negotiation and contract award meeting. · Maintain the bids records and minute each procurement activity. · Evaluate the bids and prepare the Bid Evaluation reports before submission of Final bid evaluation reports to Bank. · Negotiate with bidders on the budget, timelines and quality of goods and works and other terms and conditions, where required. · Ensure and check the compliance of contract in terms of procurement rules and regulations · Coordinate with Consultants / Contractors regarding letter of Award, Performance Security, Letter of Displeasure, Letter of Termination, Purchase orders, Contract Awards and renewal of contracts etc. · Manage contract variations as per rules and law · Monitor consultant’s performance for compliance with applicable laws, delivery schedules, payment provisions, contract data, reporting requirements, and other contractual requirements. · Perform final closeout of assigned contracts; e.g., assure delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout of the contract. · To monitor and complete contract close-out, extension or renewal as appropriate. · Any other task assigned by the PD during the project |
