Qualification and experience:
B.S or B.Sc. in Civil / Mechanical / Water Engineering or any other relevant discipline from HEC recognized university registered with PEC with a minimum of 12 years of professional experience working in the water sector with sound knowledge of Project Management, Strategic Planning and Construction Management particularly large-scale similar project in public or private sector in the metropolitan area.

· Responsible for the overall delivery of the project. · Provide technical directions for the designs & implementation of the project. · Overall financial and administrative management of the project as per rules of the Government and Guidelines of the funding agencies/banks. · Review and approval of detailed estimates and variations. · Review and approval of documents / deliverables / payments as submitted by the Consultants and EPC Contractors. · Review / supervise the work of consultants and contractors. · Identify deficiencies in design, tender documents, contract agreements and provide effective solutions and timely redressal of issues. · Manage technical risks throughout the project. Supervise the progress of consultants & contractors / sub-contractors during project preparation & appraisal. · Coordinate meetings and presentations to executing and funding agencies / banks and other government authorities as and when required. · Overall coordination with all stakeholders of the project including allied departments, affected persons and staff. · Conduct site visits / inspections to finalize on-site issues / problems. · Ensure work is being carried out as per approved standards and specifications. · Ensure key technical, economic, financial and social aspects are incorporated in the project and are dealt diligently and effectively. · Managing Team of engineers and allied personnel, report writing & presentations and accomplishment of day-to-day activities / tasks. · Participate in and contribute to relevant internal and external training, conferences, and other activities for advocacy, dissemination, and knowledge building. · Ensure the ongoing learning and development of reporting staff. · Making payments to the consultants, contractors and allied departments and affected persons. · Responsible for the investigation and analysis of various incidents / troubles, and formulating optimization or rectification measures during the project. · Evaluate the working efficiency of employees and propose adjustments. · Communicate with employees, grasp the state of the team atmosphere, and formulate measures to ensure the stability of employees. · Supervise the implementation of SOP files. · Ensure project implementation schedule is followed evenly for timely completion of the project. · Responsible for execution of works at the site and management of the contract in entirety. · Scrutinize claims of the contractors and consultants and give necessary approvals. · Bridge the coordination among contractors & consultants at each step. · Provide all requisite updates for the Project Steering Committee of the project and liaison with the Bank. · Budget Management in accordance with the provision of the loan amount and local component for the project. · Responsible for implementation of procurement as per Procurement rules and guidelines of the MDBs / IFIs. · Any other role / TORs / JD specified in Planning Manuals of Development Project, Govt. of Pakistan. · Any other tasks for successful completion of the project. |
